1) First, shut down some or all of the fans and reduce the flow of cooling water;
2) After shutting down the fans, further reduce the cooling water flow and partially close the louvers;
3) Finally, if the outlet temperature remains low, adjust the louvers as necessary;
4) Ensure the safe operation of the air-cooled tube bundles during winter; take timely measures-such as closing the louvers and applying thermal insulation-to prevent the tubes from freezing and rupturing;
5) Make timely adjustments in response to changes in ambient temperature.
